Having maths as an optional subject in class 12 is not enough for B.Tech CSE at LPU; the official condition is that Physics, Mathematics and English must be among the main subjects in the 10+2 with at least 60% aggregate, along with qualifying LPUNEST or JEE Main. It depends on the government college. Some state college give seats on the basis of domicile certificate. Home state is just the basis for JEE Mains from where you did class 12th. So, your state quota will be Haryana.

See placement depends on various factors. Other thing is that in NIT Jamshedpur, average package of CSE branch is below 5 Lacs. So I don't think initially you can expect that much. May be after few years of experience you can expect that much amount in metallurgy. It also depends on how much skills you will acquire.
