Hi Surendra, Since you are already holding a good amount of experience and also working as a technical lead, I suggest you go for PMP certification course if you have not yet done it. It will enhance your skills up to a level where you can independently manage an entire project. Later you can also put your inclination towards product management which basically involves product marketing, offerings, pricing and so on.
You can refer to pmi.org and explore a bit.
PhD is an academic degree and not a professional degree. You need to decide which field you want to do your PhD in.

You need to sit for UPSC examination which is conducted every year and on the basis of this examination a number of IAS, IPS, IFS officers are recruited.
UPSC conducts civil services examination every year in the month of May and June and its main exam is in the month of December. The notification for this exam comes out in the month of January end.

To be eligible :
- You need to pass graduation in any field from any recognized university.
- You are eligible if you are in the final year of graduation.
- Your age must be between 21 to 30 years. 3 and 5 years of relaxation for OBC and SC/ST respectively.
