Yes, you can. you know that B.Ed is a regular course. so ,if u want to continue from distance. please contact some kind of educational centre .who already authorised some NCTE and UGC approved universities. You can directly admission through online also. Universities are MDU,Haryana. Kurukshetra ,Haryana. etc etc. so. I think a better option is admission those universities through some educational centre.

You don't need to worry about, take the compartment exam, and in the mid of the September apply for the improvement exam, you can give improvement exam without any problems.

It's a very good thing to do DTL . in the gap before writing the CAT exam, if you can manage the preparation for the exam properly . It gives opportunity for u to talk something about the one year gap AFTER grad.

I don't know your board marks, so I won't be able to tell you your actual rank. But, with 73 marks, just over the cut-off of 70 marks for OBC category of JEE mains this year, even if you have very good marks in your boards, your rank wont be below 40000 or 50000. With this rank you can only get admission into the CSE Integrated branch of NIT Hamirpur, and that too if you have the home state quota. This is all assuming you have very good marks in your board exams. If you don't then you won't get admission into this college in CSE.
