It is better to pursue MS in civil engineering abroad because they provide you with more facilities and practical knowledge of the course. It can cost around 5 lakhs in India and around 20 lakhs per year in the USA to pursue MS in civil engineering. You can also apply for scholarships.

You can enroll into a MS course and complete the first year or enroll into a one year PG Diploma program to meet the 16 year education requirement. In many cases, if the profile is strong they do consider. An evaluation of your degree from an authorized external evaluation agency may also be required. It is best you write to the universities, they will guide you as per your profile.

Dear, Be willing to do whatever it takes to have what you want. It is really the ultimate secret to life. You may have to take a job you can get, an easy job, possibly not directly in your desired field of work to get some experience that you can take to another job closer to what you want. Then repeat the process moving toward the job you want by collecting the experience you need, with the education that you got it does not have to take long each time, just long enough to add to your experiences
