Why the institute (why EPITA in your case), why the course, questions related to career plans, etc are generally asked? Universities or EPITA in this case would want to know more about the applicant in person, so don't go memorizing and repeating lines. You might have already written on the personal statement. 150 marks in CMAT 2016 were cut off for admission in OBC category this year. For general it was 184 marks.
But if you are planning for 2017 admission then try to get 170 around to get admission under OBC category. The reason is, every year cut offs are getting high. In 2015, it was 134 for OBC while 172 for general category.
In 2017, you will need atleast 170 marks to get admission at Bk under obc category and 195 marks for general category out of 400.

This is the common problem faced by lot of students. I faced similar challenges 43 years back when I joined BITS Pilani. We had make up English classes which prepared me to have first level of learning of language. If your college does not have such courses you may enroll in external language learning institute. You can also take web based online classes on English also. Try to talk to your fellow students in English without any hesitation and stress. All the best!

Since you have not even taken GRE and TOEFL, its hard to comment on your chances. Try to get a decent score in GRE and TOEFL to enhance your chances.

There are many coaching institutions for UPSC.
But as per your state is conceded there are not very good institutions.
If you want the best then move to Delhi –
1. Vajiram and Ravi Institute
2. Raos IAS
3. Chanakya IAS, etc.
The way of teaching will be different in every institute. The preparation depends on you.

Although, transfers in the same university transfers do happen but it is not a very common scenario in India. Moreover, you need to get a transfer certificate from the college which at times very difficult to get, so I would suggest you talk to your college officials and if they agree to give you TC then talk to the college you want to get into once you get clearance from both the sides.I don't think you will face any problem in getting transferred.
