According to me, Diploma in IT will be a 3 year certification programme. After passing 10th, you can apply for it as many Polytechnic like Ramaiah Polytechnic, MEI Polytechnic, etc. ; technical education and engineering institutes across India offer Diploma in IT. Mostly institutes have direct admission process. You may go there and fill admission form. Seats might be allotted to the deserving students according to the marks scored by them in 10th board examination.

Yes, you can definitely apply for both the exams. But, while taking admission, you can get into JBIMS through either CMAT or CET, not both.

You need to appear and score excellent scores IIT Advance as it is accepted by most of the German universities. If you intend to study Bachelors, then you should complete your 1 year of Bachelors studies in a recognised universities and then apply for the direct admission to the German universities.
