As per your query, I would say that there are many institute specific entrances in order to pursue M.Tech other than GATE. But, it would be advisable to opt for M.Tech after clearing GATE exam as it opens more doors of esteemed universities such as IITs, NITs, IIITs etc.

Yes you can get admission in B.Tech if you fulfill the eligibility criteria for admission to B.Tech.
Most of the Govt.institutions give admission on the basis of JEE and you have not mentioned whether you have given that or not.
Try for admission in reputed universities like Sharda, Lovely, Amity etc. They offer direct admission as well as scholarships too to students on the basis of their marks in 12th.
