Dropping a year entirely depends on you. If you are interested in pursuing B.Tech from a private university, then you may join this year. If not, then you may drop a year, prepare well and apply next year again to attain a good score and get admission in government college. So, think and decide wisely.

Hope you are fine!
According to me both is better.which you will opt its depends only on you.in which you have an more interest ok!.
You have afraid and fear for maths so thats a reason that you are confused.But think positively and concentrate & focused on your studies;mainly on maths so that you can win your fear,achieve sucess and see after that your confidence is upgrade & your confusion is automatically removed.
One thing olway's learn i.e; to run from your fear is not a solution.

If you are weak in Maths, then do not go for a course which requires a reasoning exercise, or calculation work. Definitely, financial analysis is not for you.Go for a course which shapes up your imaginative skills, and lets you go through an exercise in analysis.
