Mechanical branch at NIE has a cutoff of about 4000 for KCET entrants. Mechanical at NIE stands second in the state. I'd reckon you choose other branches and then pursue your interest of changing to CSE.

The amount of time you need to give to your boards study depends upon your caliber. If you are a bright student, 2-3 hours for 12th and 6-5 hours of jee mains study would suffice. Do not study for more than 7-8 hours a day. Rest properly and take a 15 min break after every 2-3 hours of study. Now, this is possible on holidays. On school days, utilize the time in your school for the boards study like in free periods.
If you are a weak student, give 50-50 distribution to both.
Watch a movie once a week, do not cut yourself off from entertainment. Both study and entertainment is important for a healthy mind.

There is no "success rate" of Canadian visas as they are given on case to case basis. There are two categories of Visas to Indian students - general ans SPP visas. Under SPP, it is easier to get the visa. However for that you need confirmed admission to a Canadian SPP institute.
And you need to improve your IELTS scores, with at least 6.5 overall score minimum.

Yes you can join Indian Airforce through CDS and AFCAT for CDS you have to apply after 3rd year and for AFCAT in last year of engineering.
There should be no back in any subjects and aggregate marks should be 60%.
