No you cannot go for the food inspector exam with commerce degree. UPSC conducts the food inspector examination for B.A. To be eligible in this examination, one must have a Bachelors degree in Science stream.

Yes MA students too get placed from colleges if you join an enterprising college. Like I know of LPU which sends its students of MA English as free lancers and allows them to start writing papers in reputed journal. It helps them to work as freelancers. LPU has its own editorial board.
It gives large concessions to its students of masters to pursue Phd so that they can make a successful career in the academics.

Both of these are entirely different fields with different programme outcomes and career paths. You must choose the programme according to your interests, aptitude, favorite subjects, personality traits, analytical ability and aspirations. But one point common to both is: These are both professional, career oriented programs. And this leads to another point, you must choose the college very carefully. Yes you can, you would have to do 12th with NIOS board while Diploma in culinary arts because you can't do this Diploma by distance.
