Yes distance degree has value provided the same has been pursued from a recognized and approved university or college.
To share, the eligibility for GATE qualified candidates into M.TECH programs at I.I.T or I.I.Sc:-
1) Bachelor's degree in Engineering/ Technology/ Architecture from educational Institutions approved by AICTE / Government or
2) Master's degree in Mathematics/ Physics/ Chemistry/ Life Science/ related subjects from educational Institutions approved by UGC/ Government
If you qualify the above requirements, you may proceed further.

sorry Cnada don't offer MBBS to 12th students.also they call it MD and the basic requirement will be a 4yr bachelors degree in science.
