That depends on which course you are applying for. Since you have already completed your PG, I am assuming you are looking for a scholarship for M.Phil or Ph.D. You can apply for scholarships if you qualify for the merit list of institutes offering scholarships. No, you're not eligible to join in CPL after completing 10th because to join CPL, a minimum of +2 with maths and physics is required.
