Yes, it is possible only in deemed universities. Condition may apply, some universities (deemed only) only allow to those students who are from a genuine family case/issues suddenly along with this, student secured higher percentage, only then a student can get a chance to change the university after 1st year.

To name the best institute is really a tough task. You need to evaluate a centre/institute based on parameters like the content of the course, duration, cost, infra, earlier students outputs and skill developed, in-time course completion record, certification process & delivery of the certificate in time, etc.

Please check on important application dates for M.sc physics. Admissions are now closed in most colleges. You can prepare to apply for the next year. However, there might be a few colleges which are still accepting students in their science courses.
B.Sc.(Genl.)/B.Sc. (Pass) (3 Years course after 10+2) with 60% or above marks in the aggregate and 60% or above marks in Physics. from Delhi University or any other University whose Examination is recognized as equivalent to Delhi University and fulfil other conditions of eligibility.
