As you have done your 10+2 in 2009 and already 10 years has been passed so it's not possible for you to pursue regular courses from any recognised universities or institutes. However, you can try for distance mode courses offered by IGNOU and other authentic universities. You can also opt for vocational and skill development courses which generally don't have any age limitation. I suggest you choose professional courses and not the classical ones at this stage. if you have even 50% marks you are eligible for admission. if you have IELTS good marks you are eligible for 3 lakhs schorlarships . you have to apply before dead line. just be 30th. You also have many schorlarships which you have to see University website where you get admission.

Hello, As per my views, BITS is more better than NIT for CSE because BITS is one of the most reputed college in India and having a position against IITs. Also, the infrastructure, teaching methodology, placements and overall development of students are upto the mark. But if you don't get BITS then you can go for any good NIT.
