There are many engineering colleges in India and to be eligible to apply to these colleges, it is mandatory to have completed 12th with Science + Maths subjects with about a minimum 60%, although this may differ from the regional / state entrance requirements.
To gain admission to an engg college, you would require to qualify an Entrance like AIEEE, IIT JEE, or State Govt/ Institutes level exams like KIITEEE, SRMEE, KCET and many more.

It would not be possible to give a list of such institutes accepting the mentioned cut off at par accuracy, because all the institutes / universities differ in the cut off requirement and also with each session, it is far off to estimate the required cut offs as these change too.
Not much can be explained or specified on this, stead I would suggest you to make the list of institutes available or based on your preference up to you geographical limits and based on that data you may contact the institutes directly so to inquire about it admission requirements including the expected Cut Offs!

As you would know that the Cut Offs of an Institute for any particular course is valid upto a particular time period and in the next session, it is difficult to predict the expected cut offs.
