45 is too low a score to secure a seat in a government reputed college. However, you may appear for other entrance exams and secure a seat in a reputed institution.

You can get a heavy scholarship based on 12th marks but your rank does not support you. Check some good colleges with wide platform, good exposure, faculty, research and other academic facilities. Log in to some colleges like SRM, LPU, RAI

I do not think that your score supports an IIT but still you just check their cut off from their site to know the details. Also log in to some more sites to know the academic schemes offered, log in to some sites like JNTU, LPU, RV etc

It is good for you that you have completed your CCNA, on the basis of this knowledge you can do a job as Network engineer( on level 1 or 2 support) in small scale IT firm, after some of experience you can go for CCNP. on other hand , of course graduation is also compulsory to match your CV with medium or large scale IT Firm's Criteria. join any Graduation program like, BCA or BSC IT as distance learning from any open university, you can get admission easily.

It would be best if you log in to their site and check the cut off of last year and also check the maximum and minimum score of this year and you will have an idea. Also log in to some other good sites to check tour edibility- RAI, LPI, SRM etc

There are not many chances for a government college as such but still you browse some government colleges and some good pvt colleges giving you good academic facilities , log in to colleges like BITs, Galgotia, LPU etc
