Yes, you are eligible for TN government exams if you are a BBA student at TNOU Chennai. Tamil Nadu Public Service Commission (TNPSC) has recognised TNOU degrees, which means that you are eligible to apply for any TN government exam that requires a bachelor's degree. TNPSC conducts exams throughout the year, so you will need to keep an eye on the TNPSC website for exam announcements. Once an exam is announced, you will need to apply for the exam within the specified deadline.
