You have average rank. With this you can't get CSE in Good colleges in Bangalore but you can get decent colleges in Bangalore. Now, I am saying Bangalore because you want CSE and you can't get better exposure and opportunities other than Bangalore because you also know that Bangalore is IT Hub and there are very large no. Of Tech Giants working in Bangalore and these companies also rarely prefer to visit other colleges outside Bangalore in Karnataka unless they are IIT/NIT.

No. You can apply for the exam in English language but if you are applying for any language subject (eg. Hindi Urdu, Bengali etc. ). Then you should have full command over that language. Apart from that its up-to you whether to appear in Hindi or English as the mode of language in exams not related to language subjects.
