Since you are in the last year of your BE and you have 30 backlogs, you must first clear each paper and I am sure you will clear all the papers and come up with awesome marks as well as percentage. So, don't loose your confidence.
And, yes if you clear all papers then you can surely continue your further studies abroad. You can surely get a visa for your studies abroad.
Many foreign universities are nowadays providing a lot of opportunities for international students by providing proper education. There are several Master's degree courses offered by many foreign institutions.
The foreign universities also provide vast career opportunities and growth for the students. It will enhance your career and help you in achieving your dreams. The application for the programs will open in the month of January/February and end until the month of June/July and the admission for the programs will take place in the month of September/October.

The first thing that you should do for any topic in any subject is go through the NCERT chapter. I would strongly recommend that you do the NCERT irrespective what your teacher says.
So, the first thing to do is read the NCERT chapters thoroughly and this includes any side notes or extra information that may or may not be part of the CBSE boards syllabus. Once you have completed the exercises for the relevant topic, you are ready to move to the next step.
Once you have finished the relevant sections from the NCERT textbook, you can move on to a more "advanced book". This book would differ with subjects and may differ on different topics within the subject.

Engineering: (except Biology)
As you should have studied other subjects except for medical oriented Biology, Botany and Zoology, you can pursue the engineering degree in other streams. However, to study an engineering discipline at the college level, three subjects Maths, Physics and Chemistry are mandatory to be studied until class 12th. Of all the three, maths is the most important subject to study engineering. No colleges in India accept students who have not studied maths, though chemistry and physics might be an excuse at times. If you qualify maths then you can study BE/ B.Tech in electrical and electronics, Mechanical, Civil engineering, Architecture, Chemical engineering, Mechatronics, Environmental engineering, Automobile engineering, Aeronautical engineering, Aerospace engineering, Production engineering and manufacturing engineering.
If you haven't studied maths until 12th level, then you are eligible to pursue B.Sc Electronics, Electrical and Environmental Science.
Computer science:
If you have studied Maths and Computer science until 12th level, then you are qualified to study an engineering discipline in computer science. Accordingly, you can study BE/B.Tech Computer science and Information technology courses.
If you haven't studied maths at HSC level, then you are eligible to pursue B.Sc Computer science, Bachelor of Computer Applications (BCA), and B.Sc Information Technology.
Commerce and Economics:
If you have studied commerce and Economics in HSC then you may be eligible to study the following courses. BA Economics, B.Com (Bachelor of Commerce), BBA (Bachelor of Business Administration) and BBM (Bachelor of Business Management).
Students who opted for commerce may also wish to specialise in accounts, finance, business, and banking. Accordingly, you can also choose your professional route as an auditor if you study chartered accountancy, Financial planner or analyst if you study CFA (Chartered Financial Analyst) and MBA for business administration.
