Yes, an average Indian student from tier 2/tier 3 cities can join the College of New Caledonia. The College of New Caledonia accepts international students from all over the world, including India. International students must fulfil the necessary requirements for admission to the college, which include finishing the equivalent of 12 years of elementary and secondary education and earning a 60% overall on state board examinations in the final year.
