As you have got a very low score in CAT it would really be difficult to get any decent school on the basis of this score. However, if you are keen to apply with this score you can look at private institutes like IIPM, skyline, Lovely professional University which either takes their own entrance examination or accept students who have appeared for entrance examination like CAT.

PGCET Exam Pattern :
For MBA There will be 120 questions in the exam. The total time allotted will be 2 hrs. There will be 20 questions on Language Comprehension, 30 on Mathematical skills, 30 on Data Analysis & sufficiency, 30 questions on Intelligence & Critical reasoning and 10 questions on Indian Global Environment.

Since you have so much work experience, it is recommended for you to pursue MBA and not a masters course. Masters courses are usually designed for people who are freshers or have less work experience. You can apply for MBA in construction management.
