A Ph.D. is a useful qualification if you want to be in academia and research. It will take minimum 5 years to complete a Ph.D. We will not be able to envision the job situation after 5 years.
To get a good job in either abroad or in India, you don't have to do Ph.D. at all. You have two options.
1. Search for a job and join
2. Do some certificate course which are in demand and then find a job in that stream

You can also apply for admission to MBA programme on the basis of your graduation score. Moreover, there is no lower cutoff - as even candidates with very low percentile in CAT get selected on the basis of their profile and their GD/PI performance. Similarly a candidate with a very high CAT percentile may even get rejected for the same reason. You can and should definitely submit the application and on the basis of GD/PI you may get selected.
