Hi Gurleen,
You can apply for Canadian colleges and universities. But make sure you do not apply for SPP colleges. There is a high risk of visa rejection under SPP category if you have gap of more than 2 years after 12th standard.

It all depends on, what do you want to do. If you want to continue to remain on the technical side of your degree stay with the MS program. On the other hand if you intend to move on to managerial side you should go for an MBA. Follow your interest as both are good if you do well.

GRE and TOEFL are certainly required for admission to Universities in the United States and many of the good universities abroad. Your chances of getting admissions are very poor if you do not intend to take these tests.
