Both are the master degree and the courses has equal weightage, however, in terms of job opportunities and career exposure MCA has and extra edge. So, if you have both the options and interest in the programming languages then you must go for MCA.

Depends on how much you can score in your 12th boards. Also you have to take Science stream and should have PCB as the main subjects. MINIMUM PERCENTAGE REQUIRED IS 45%. .

The major admissions in LL.B. Course are based on entrance exams conducted by the respective University. Like University of Delhi conducts DU LL.B. Entrance exam for LL.B. Admission. Where as the Tamil Nadu Dr. Ambedkar Law University, Chennai admits students in LL.B. Course on the basis of merit in qualifying exam ( Graduation) for its affiliated colleges. The course fee is depends upon the college. The name of few LL.B. Entrance exams are given below for an idea.
1. ISAT
2. DU LL.B. Entrance exam
3. MAH LL.B. 3 years CET
4. ULSAT
5. Andhra Pradesh LAWCET
6. BVP CET LAW
7. IPU CET (Law).

No, you can't apply to Hindi teacher because Hindi teachers need a graduate  degree B.A in Hindi  but in some schools they will appoint as you know basics 

Rashtrabhasha ia equivalent to +2 or intermediate class you can finish 9 exams that is equal to B.A in Hindi
