Yes, ofcourse they consider your Bachelor's degree marks. It's the main qualification criteria, without a Bachelor's degree they won't allow you apply for a PG course. The marks are highly important too. If you are applying to top ranking universities admissions will be more competitive. Entrance marks are additional requirements and depends which university requires what entrance exams. You should first do some research on universities outside India, learn their admission requirements by going through their websites, check the fee, admission deadlines, process, etc. and also decide which country you want to go to. There are a variety of exams that one has to clear to obtain PG degree from abroad. Also getting a scholarship is not easy as it depends on the marks obtained in the exams. I wanted to get a master's degree from the US without giving of these exams but I knew about no other alternatives. The procedure and requirements varies significantly with universities and with countries. Normally a Bachelor's degree in a relevant field is a must. Tests like GRE, TOEFL and IELTS are some of the main requirements but just go visit some university websites worldwide such as in UK, USA, Canada and you will know the differences. Check the top 5-10 universities in your desired countries, compare the requirements and fees and choose.
