All admission of engineering colleges in the country will start after the results of the plus 2 and entrance exam. Once you go through the counselling you can get admission in the relevant eng colleges.

Once you have completed B.Tech or B.E from any engineering college then you do masters in engineering which in the US or any foreign countries they call it as MS.
BS is also called Bachelor of Science .

you should be any graduate from a UGC approved university with the condition that your degree has been awarded as per the UGC regulation on minimum standard to offer a first degree.
