Hi Arindam, Calcutta Institute of Engineering And Management (CIEM) is not a government college. It is a private college located in Tollygunge, affiliated to MAKAUT. And as far as ranking is concerned, it does not come in the top 200 engineering colleges in India, so there is no formal rank for it in NIRF Ranking 2019. For government colleges, the fees will be the same. But, for private colleges there is a different fee structure if you go through TNEA and the fees will be higher if you go via any other ways. And yes, the fee structure varies from one college to the other. Generally, government colleges have lesser fee than private colleges.
