IOT is an awesome tech to be the most popular job in coming years. Moreover, the demand for ethical hackers will never decrease. About Kannada, you can check for the centers on UPSC portal. There are 4 GS papers+ 1 essay paper + 2 optional papers + 2 regional language paper. All the papers will be written from the same center.

1 We don't have computer Science as a course in DA. The actual course is ICT- information and communication technology and I assume you are thinking the minor in CS to be computer Science. A minor is an addition to the main branch you are studying and you will have to take a couple of courses extra than general ICT students and in DA CS is Computational Science, not computer Science. Given the choices I would prefer DA because of the extended exposure it gives in various fields.
