No you can not apply for APPSC Group-II. A candidate should possess the academic qualifications and experience including practical experience prescribed, if any, for the post on the date of the notification for direct recruitment issued by the concerned recruiting agency. So on the date of publication of official APPSC notification your B.Tech must be completed.

Hi,
Each university can have a different set of rules and bylaws for its different courses. This makes its degrees not only valid for application in overseas courses and programs, but also makes them carry much more weight when its students apply for jobs (both in the government as well as private sectors).
