In state and central universities the fee is lowest. But you may also check Nitte University because I believe the fee is very low for the facilities provided and the reputation it enjoys in the South. Apparently, they seem to be offering merit scholarships since their media institute is fairly new. BUt if fees is not a criteria you can also check Amity or Manipal.

However, private colleges retain them during the counseling period in the fear that student may go to some other college. It is illegal but as far as safety is concerned, it is safe.
