GRE is not required in Canada unless it is a very highly ranked university or if the particular department asks for it. But generally GRE is not common. You must take the IELTS only. But before applying, you have to check the entry requirements on the university websites.

Yes, many universities will consider you eligible for BE. You must however check with the colleges before applying. Also you must take the IELTS or the TOEFL.
