No. Work experience is not mandatory for PGPM or PGDM in every Institutes. Though relevant work experience put some added advantage in admissions process where admissions carried out at Institution level, it is not mandatory.

Unfortunately, admissions to engineering colleges of almost all states are restricted to students domiciled in that state only. Hence I am afraid you won't be eligible for admission in a college in Tamil Nadu.
