Graduation completed in any discipline from a recognized university.
A minimum aggregate score of 50% (45% for SC/ST/OBC candidates) at the level of graduation.
Candidates appearing for their final graduation-level examination are also eligible to apply for the course on provisional basis.

Hi,
No, you are not eligible for NET exam with that percentage. The minimum required percentage if 55% (50% for reserved category). You should try to improve your score to be eligible.

See, JEE is for testing your knowledge and intelligence depending upon which you can get admissions in NITs, IITs or any other private colleges. It gives a better chance to select your stream and colleges.
But, if you are not interested in giving JEE exam, then you might not get better streams (CS, mechanical, civil, etc.) in govt. institutions at lower rate. You may take admissions in any college but you have to take admission via management quota (which is very expensive)
