The most important thing which you should keep in mind while choosing your course is your own interests and career aspirations. Although, there are several short term courses which one can go for like a course in ticketing, Interior designing, hair dresser, tailoring through various polytechnics like YMCA etc. or courses in computers through Private Institutes like NIIT, APTECH, etc. but two things which you need to keep in mind: first is that there are very few institutes which will take students without completing their 12th and secondly it is very important to complete your education to get a good growth in any industry.

For admission to UK universities you will need to appear for IELTS or TOEFL only.
If you wish to go to Germany, then you need to appear for IELTS or TOEFL and GRE. The courses are 2 yrs in duration and the living cost comes to about 740 Euro per month. Tuition fee if you get it at subsidized rate then it will come to Euro 500 per semester.
