At this stage instead of worrying about the Institutes for being a Physicist, I would suggest that you concentrate on your higher secondary and in clearing the fundamentals of this subject at the school level. By the time you graduate with Physics as one of the subjects, there will be many more institutes than now. As of now the Massachusetts Institute of Technology and the Harvard University are most reputed in this field. Good luck.

Yes, regular studies in a focused manner is required if you plan UPSC exam for being an IAS. Find out if you can squeeze the time out for yourself. I suggest that you join a coaching class which is generally of a period of 4 to 5 months for limited hours in the day.
