You need to apply through OUAC for University of Toronto and Waterloo while UBC has a separate application. IELTS or TOEFL can be taken by December or earlier to make sure your application is complete. Try and complete your applications with all 3 universities before December 1st week in order to meet early applications/financial deadlines.

The candidates who get the rank between 1 and 1500 will be called first. The candidates who get the rank between 1501 and 2500 will be called the second time
The candidates who get the rank between 2501 and 3750 will be called the third time
The candidates who get the rank between 3751 and 5000 will be called the fourth time
Candidates who have the rank of more than 5000 will be called for 2nd counselling which be held at the end of June and July Maybe.
