There are several Institutes which will allow you to opt for the Management Programmes even if you have a diploma, but that is only if you have a diploma and some amount of work experience. Check with Institutes like IGNOU, Annamalai University, IMT, and Symbiosis etc.

Although, as Civil Service Examination is a tough nut to crack you should opt for coaching rather than self study but, if you are planning to do self study I would suggest you to consult NCERT books from 9th till 12th apart from this you should enhance your general knowledge by constantly reading newspaper and general knowledge magazines such as Competition Success Review, Readers Digest etc.
