Yes foreign universities do offers stipend to Phd students, at the Phd level you can get funding in the form of assistantships where you work or research with professors. In exchange you may get your entire/partial tuition fees waived, and get a monthly stipend to cover your living expenses.
However please remember Ph.D. course work essentially includes research and documentation work.
