As per your query I would suggest you to:
- First decide in which country you wish to pursue Phd.
- Once decided then you need to shortlist the universities where you wish to pursue Phd.
- Once shortlisted you may then contact the admission department of these universities, either through email or phone to know the exact eligibility criteria for admission.

Yes you may surely get admission in German university provided you fulfil the eligibility criteria for the same.
So for your reference find below the eligibility criteria to pursue MS program in German universities.
1. Undergraduate degree in same or relevant discipline (70%-80% plus in degree)
2. High score in GRE.
