Yes. you may apply for PGDM and not MMS as for Pgdm written test scores are give weightage of 20% and rest depends on your GDPI performance. So you have a good chance of converting PGDM with MAT scores.

NIT-Trichy is one of the premiere institutes of India. If you ask specifically about chemical engineering, it is one of the best. About your second question, PSUs rarely come for campus placement. ONGC and BPCL have different off-campus recruitment policies and don't come to NITs or any other institute as well.There are some PSUs which come but the number is too less.

It depends upon your skills, as in, how good you are in physics, chemistry, maths, accounts or economics.
Yes, arts is also an option but if you are going with the flow of choosing between the two, I think commerce is the best as it gives you wider options. But if you want to do engineering or medical science, you should opt for science.
