Appear for CAT exam first. Get enough marks, and then take admission. After that you have to check whether the college gives distance learning facilities.

Your class 12th score is low, as they generally require at least 60 percent in the boards and you have a lot less so not sure about passing the criteria.

It is too low I have to admit. There is generally a cutoff of at least 60 percent, which you could not get, hence I am not sure of your admission.

No, you are not eligible for the 3-year LL.B. Course in India if you have completed a Diploma in chemical engineering. The Bar Council of India (BCI) has relaxed the eligibility criteria for the 3-year LL.B. Course and now allows candidates who have completed a Bachelor's degree in any discipline to pursue the course. However, Diploma holders are not eligible to pursue 3-year LL.B. Course.
