You are eligible. If I talk about National Law University Jodhpur, they enroll research scholars for its PhD program in the following two categories-
i) Integrated Research in any discipline of four years whole time duration for which the Research Scholar has to be in residence at the University compulsorily for the first two years.
(ii) Two year full time research program during which the research scholar has to be in residence at the University.
The minimum eligibility for the above said categories of the program is as under:
i) Four year Integrated Research Program: Graduation with an Honors degree in any discipline or subject having 55% marks in aggregate or equivalent grade in the graduate / Honors examination.
(ii) Two year Research Program: Post Graduation in the concerned discipline or subject, from an Indian or foreign University, having 55% marks in aggregate or equivalent grade in the postgraduate examination.
Adding more, the admission to the PhD program will take place twice in a
year, at the beginning of summer and winter semesters. The admission will be through an entrance test.

Hello Kanwar, normally scholarships are not offered to International students at Bachelor or Master degree level, though looking at students overall achievements and academic grades few students might be considered for scholarships. I would also like to tell you that you are supposed to appear for an IELTS exam which is mandatory to attain admissions in any University or College.
