If you wish to pursue the degree just for gaining knowledge, you can go ahead with distance degree.
But if you wish to practice as a lawyer, then the part time education might not allow you for the same as per the rules of Bar Council of India.

No, there is no such institution. To pursue Post graduation in any discipline, you need to hold a graduation degree in the same stream or any other relevant but equivalent course.
