No, you cannot take admission in B.Des in any college or university without giving an entrance exam. All the institutes shortlist the candidates for admission on the basis of their aptitude for the selected course.

Getting a loan will depend on the acceptance by the university. You must have received the admission offer to be eligible for bank loan. To study in Canada, you have to know the eligibility criteria of the various universities and the programmes. There is no MCA, it's only in India. In Canada, you find different terminologies like M.Sc in Applied Computing, Computer Systems, Computer Science, etc. They are all very competitive. Direct admission to the MBA course at Saurashtra University is not applicable. As per the official website of the university MBA admission is entrance-based. Candidates must have valid scores in the entrance exams such as CMAT, ACPC Admission, and GUJCET. Candidate must have passed the qualifying examination with a minimum of 50% (45% for SC/ST/SEBC/EWS).

For becoming a software engineer you should complete your degree or Diploma or with equivalent course in computer science or information science.
