as far as I know you can not get admission in LLB that too from govt. colg ni Delhi on the basis of 12th marks. there are few university in Delhi which offers LLB crse but you have to take exam for that.!

Yes, I am sure this is allowed in case of graduate study such as PG Diploma and Masters as long as you have genuine evidence of what you were occupied with during the period.

If you ask me then I would suggest the one with good studies because in that case your own level of knowledge and skills would become better. Placement status can change with the time of each college. But good studies is due to Professors there and all of them do not change so quickly.
