Hi Tanmay,There is no 5 year integrated course for law. But, after completing your graduation, you can appear for entrance. In Delhi University, only Faculty of Law offers Law Courses. There, we have an option of 3 year LLB, which one can opt after his/her graduation. There are 3 different Colleges:-

First of all, both the universities will ask for a migration certificate at the time of Ph.D. /LLB degree award and that time you can present only one. Secondly, Ph.D. is a research work which requires complete academic devotion and simultaneous pursuance of LL.B. May hamper that concentration. Lastly, being a Ph.D. aspirant, if you can not find out UGC rules from their website then consider that you are not capable of research or Law work.

Yes, if you submit some fee during counselling ASAP, that time your seat will confirmed. Let me explain in detail about provisional merit list:-
The provisional merit lists and the first lists are the same thing. Every college, as per its selection criteria publishes it's 1st list of the selected students for admission (this list usually comprises of the students with the highest marks/percentile). If a number of seats are still left vacant, then a college prepares a second list to fill them up, and so on. Hope this helps. Thanks.
