Going for M.Ed. after 18 years of administrative experience would mean entering into education field and getting limited to teaching . A better option would be to go for MBA, which will help you in better administration and management, not only in education sector, but elsewhere, and in a broader manner. Moreover, your exposure to commerce concepts shall definitely ease your burden while doing MBA. Thereafter you can choose your specialization.
