Although, advisable is that you should go for an MBA programme with Finance as a specialization from a decent full time B-School, but if you don't want to go for a full time MBA then there is Diploma or PG Diploma programmes provided by institutes like IIBF, NIBM, IGNOU, and Aligarh Muslim University etc.

Different Institutes will have different eligibility criteria to take admission in their BBA programme, most of the good Institutes will have an entrance for which students need to have 50% and above in their 12th. Some Institutes also take students on merit basis.

As you are still pursuing your graduation, you are yet ineligible to write the Civil service exam as the minimum requirement is to be a graduate and with the age not exceeding 30 years.
As for the subjects are concerned, there is no such constraints over choosing any of them and depending on your interest or education background you can opt for either. Yet you can look for the options like Accountancy, management, economics, public administration and many more.

What I could gauge from your query is that you want to know about the specialization which you should choose in MBA and the information about the good colleges & Their Fee Structure.
As far as specialization is concerned as you are from engineering background you can either opt for Finance or Operations, few of the other traditional specializations which one can consider are Sales & Marketing, Human Resource, International Business, Entrepreneurship etc. few of the Good B-Schools are: IIMs, MDI, IMT, XLRI, FMS, S.P.Jain, NMIMS and many more. The fee structure for MBA would vary from Institute to Institute but most of the Good Institutes would cost you between 8 -15 lacs.
