GRE and IELTS are both requirements for any form of study you wish to pursue. However, in case of a proper work opportunity, you would still require IELTS as the English Proficiency test. With the recent changes, the score barrier has gone up and certain people find it difficult to achieve the same. A better alterative would be to enroll in some form of study which would then allow you to scale up to a PR and a job opportunity in Canada. One of the interesting one's that I recently encountered is this Study & Work programme where you basically get to do a course while earning part-time and once you finish the course, you can work full time for about 6 months.

The admission in an asked college is done through the DTE Maharashtra state through the MHTCET Entrance exam. The eligibility criteria of MHTCET is given below.
Eligibility criteria (For Maharashtra state candidates): Passed HSC or its equivalent examination with Physics and Mathematics as compulsory subjects along with one of the Chemistry or Biotechnology or Biology or Technical or Vocational subjects, and obtained at least 50% marks (at least 45% marks, in case of Backward class categories and Persons with Disability candidates belonging to Maharashtra State only) in the above subjects taken together; and Obtained score in MHT-CET 2020.
Because you have not written about the category you belong to, so it is difficult to say anything about eligibility. However, if you come from reserved or backward category than you can be eligible.
