Hi,
You just have to start researching and learning about university admission requirements. 20 attempts and 8 backlogs is a big number, considering your final CGPA is also not very high admissions in top rated universities will be a challenge. You can search for programmes in UK, Poland, Ireland, Italy, Spain, Australia, Malaysia, etc. Expand your search and explore. For any doubts never hesitate to email the universities. Work on your personal statement, a very good SOP can work wonders. Recommendation letters are also a huge impact factor. IELTS or TOEFL score, GRE also matters. Keep searching.

It might cost you around Rs.18-20 Lacs for flying + DGCA exams Rs.500/- each exam + Medicals for Rs.10, 000 + endorsements and license issue fees around Rs.25k + Type Rating around Rs.15 Lacs. So, decide wisely before you enter the field.

In MBA, it does not have any direct impact, however, in campus placement, some companies may not consider you for eligibility but these are low cases. As per my view, you directly start preparing for MBA this will not affect your future career as your MBA will be more demanding. Make sure to get very good marks in MBA then.

Cannot really comment since the admission in PGDM program greatly depends on your performance in the GD/PI. GD/PI carry more equal weightage in determining whether you will secure the admission. You can go ahead and apply since the last date for application is extended to April 20, 2018. All the best.
